Colony Brook Homeowners Association Meeting Minutes

Saturday July 17th, 2021

Call to order at 11:05 am

1. Monika Scotti President of Colony Brook Homeowners Association call the meeting to order at 11:05 am quorum was present.

2. Roll Call: Those that were in attendance was Monika Scotti, Jack Scotti, and Penny Frank.

Architectural Committee – Jamie Velez and Scott Turchin

3. Approval of minutes for Friday May 7th, 2021, were approved as written.

4. Treasurers Report- In Savings Account $11321.99, in Operating Account $6465.67

Total $17787.66

Had 2 homeowners that were $5.00 behind in dues.


4 (A) Homeowner’s Comments -From the President, if a Homeowner has an issue with what the Board of Directors are doing or not doing, please direct all comments to the President.

5. Open Issues/ Old Business:

a) Dumpster- with the first dumpster we had a break in the cable line, a new dumpster was ordered. This was put out in an email to all homeowners, what had happened and that a new one will be arriving at a later date. Need to look again where we can place the dumpster in the near future.

b) Covenants- when Governor Inslee announced all restrictions was gone, this aloud the Board of Directors to enforce the Covenants. This was confirmed with the lawyer for Colony Brook. To change New Covenants, we still need 100% of all homeowners to agree, however if we wanted to go dormant, we would only need a 2/3rd vote. At this point in time homeowners are doing what they want and ignoring what the Covenants say.

c) Discussion on our current Covenants- per our Attorney all restrictions have been lifted by the Governor, which means that the Board of Directors have all the right to enforce our Covenants. Homeowners can be held accountable for their actions pertaining to our Covenants policy.

6. New Business:

a) Color Approval for Jamie Velez’s home, home will be a 2-color shade, main color will be Hazy Stratus and Ocean Storm will be the upper peak & entrance to the front door with white trim, a two-toned look. This was approved by the Architectural Committee member as well as the Board of Directors.

b) Jamie Velez also asked if she could remove the half-moon window above the main door and replace it with a rectangle window. Picture was shown to the Board and the Architectural Committee member. This was approved by the Architectural Committee member as well as the Board of Directors.

c) 7628 submitted a new color for their home- to either a Smokey Blue or Storm Cloud Grey. This was approved by the Architectural Committee that was present and Board of Directors, however recommendation was the Smokey Blue.

d) 7644 Removed their old grey stone fence which and replaced it with a cedar post fence with rod iron. This was approved by the Architectural Committee present and the Board of Directors

e) Budget: Proposed budget was presented, asked if there were any changes that anyone could think of.

f) Mailbox cover will be done before Winter. Still looking into the leaky pipe by the rhododendron, Penny Frank will contact the County about inspecting our Playground.

g) New RV area keys will be presented at the Annual Meeting.

h) Have a Potluck BBQ following our Annual Meeting August 15th at the Commons Area Courtyard.

7. Open Discussion:

a) Scott Turchin mentioned that 4 homeowners including himself are frustrated on how the road by 7628 looks, the owner constantly parking in front of people’s homes, having his truck and trailer on the street. Asked if I could speak with him to take care of this issue.


b) Spray the blackberry bushes by the playground and trim away the tree branches that our coming through the fences by the playground and RV area. Monika Scotti said she would take care of it.


c) Paint the entrance curbs this will be done by Monika Scotti.

d) Speak to those who need to take care of their front yard.

e) Pressure wash the front bricks, this will be done by Monika Scotti.
